The Algerian Commerce Ministry recently published a communiqué illustrating the new regulations for importing finished products to Algeria as of January 1, 2018, which makes market access harder for certain products. Among the new measures is the temporary suspension of imports of numerous categories of finished products, which is certainly the one that will have most impact on exports to the country. lt should be emphasized that these categories include finished stone products (Group 6802 Customs Headings). To check the full list of suspended imports to Algeria, see App. 2 to executive decree 18-02 of January 7, 2018, which contains them. As the Commerce Ministry communicated, the suspension is atemporary measure and will be periodically evaluated, which should lead to its gradual elimination on the basis of how the balance of trade progresses.A further problem lies in the demand – for categories of products that can still be imported to Algeria – for a certificate of free circulation for the product in its country of origin or provenance, issued by the competent authorities of the exporter country, which at tests to the fact that the merchandise is freely marketed in that country.
